Why do you ask this about this particular galaxy? I don't see any reason it didn't form like most other galaxies, fairly early in the Universe from the slightly inhomogeneous sea of matter (and especially dark matter) that filled space. There are lots of unanswered questions about galaxy formation and evolution, but most astronomers think that much of the general picture is at least approximately understood.

As is usually the case for astronomical topics, the Wikipedia article on galaxies is quite good, and has a good set of references as well.
