About 238,000 miles (383,000 kilometers) from Ceres (about the distance from Earth to the Moon).

A silly question that I believe was answered by the distance question posted answer, but I was not sure what took these video frames? I now assume that it was the Dawn spacecraft.

Yes, they were taken by Dawn's Framing Camera, basically its eyes, used for navigation.
