Gas bubble. Same thing that made many of the moon's 'impact crater.' Many such bubble sites are found on the bottom of the North Sea.

I wouldn’t put it past some advanced galaxy trekking space aliens to have marked the planet with a “this is where we dumped our problematic DNA experimental upright bipedal life forms series revision H, so steer clear of this planet” sign.

(I’ve always felt a little alien... maybe it's the horse talking)

there is another structure that looks out of place as if deposited there and it is Haystack Rock, Cannon Beach, Oregon state.

Conjecture: the result of coincident phenomena. One possible combination of factors would be a volcano with its magma chamber under the surface, hit by a meteoroid.

There is no need for a meteoroid to explain this. Any explanation involving an impact would require that we find shocked quartz and other materials, which are not present. The structure is purely tectonic, regardless of the precise details of its formation.

From the APOD text: "The possibility that the Richat Structure was formed by a volcanic eruption also seems improbable because of the lack of a dome of igneous or volcanic rock."
