when I saw how the oort cloud was, i thought about why not expending some good money to protect us from comets, we are so unprotected, just like what happened on russia

Astronomers can predict extremely accurately when and where an object is going to hit Earth, if it hits at all. :) The chance of anything hitting at all out of all the things that are in space around us are ridiculously small. No need to worry!
