Visibility of Milky Way
Would the Milky Way be visible in the summer months in southern Norway the same way it is here in the midwest of the USA?

Maybe. Southern Norway is at a much higher latitude than the Midwest U.S., so its summer nights are very short, and (depending on latitude) not very dark. In general, Scandinavian summers are not the ideal time to see dark skies!

then you should also be able to see the Milky Way at midnight in the summer months in southern Norway.
