The hot air will rise with or without the help of a balloon. But it will always be replaced by air descending from above. As that natural air descends it increases in pressure thereby getting hotter (just like air pumped into a bicycle tire gets hotter). Hence, you will essentially have replaced one blob of hot air for another (while contributing additional frictional heat from the [solar powered?] air conditioner and turbulence).

It makes much more sense simply to make dark objects (e.g., house roofs) lighter in color.

Ergo: There is more heat in the {hotAIR + coolAIR} than in the original AIR.

If you can't dispose of the hotAIR you have just heated up the atmosphere.

That is why you can't cool your house (or baby) by opening the frig door.

I actually can, if I make a hole in the wall and stick fridge backside out into the street. Or in this case, up into the sky. In other words, I don't buy that displaced air from above will bring down just as much heat.

moreover, even if I don't... well... did you ever actually tried to open fridge door? You do that, and yo can feel the cold with your own skin, I promise If anything, opened fridge creates cold-to-hot gradient in the room, and staying close to cold end suffice for me - why would I care if integral temperature increases.

I don't think that it has any taste actually...too stable.

To demonstrate it's safety as compared with earlier refrigerants
it was common to inhale some freon and then blow out birthday candles.

Liquid freon might be a little cold, however.

Well, it doesn't bring down exactly as much heat since otherwise the hot air wouldn't rise (the hotter goes up, the cooler comes down) but it is pretty close. And all the other factors adds heat to air column especially near the ground.

Why not just create an artificial lake; the evaporative cooling off of that (along with the shady clouds it generates) ought to help. No electricity required.

Lakes are nice! Ah.......a nice warm day, a cool drink, watching some clouds go by while sitting under the shade of a tree, all nice and comfy and then you start to become aware of some high-pitched buzzing. it takes a few seconds but your brain finally manages to break through the comfy-ness and yell MOSQUITO!!!! and as your cool drinkless hand goes about flailing at all the buzzing noises while your feet are swiftly heading toward the house, your nice comfy day has just gone KAPUT!
That is just one reason why people do not like bodies of water or swamps near there their home. Ask me how i know that

Yes...well that's the catch I'm afraid

It WILL be cooler but it won't SEEM cooler because of the higher humidity.

You can always take a dip, though.
