Well, I can't say whether or not it only happens in Firefox, since that is the only browser I use to view APOD regularly.

I'm pretty sure this isn't the problem, since the server sometimes responds with at least a partial page. I've seen the same IP addresses from traceroute that you reported.. it can't be coincidence.
On the other hand, if I traceroute from work, I see *the same* IP addresses, but I have no problems accessing APOD.
