A bright circumscribed halo over Ankara

The photo is taken from the most light polluted section of Ankara,the capital of Turkiye. I think there is no urban city which can compute with the brightness of Venus. Look at the sky. This sky seems a little strange because the stars look like mirror reflected. Actually this is not the sky, it is the water that you see. Sky is in the lower part of the picture.
