I was puzzled by the inclination of the dust ring, too, and I wish the APOD description mentioned why it is tilted. But one of its links, http://www.universetoday.com/2009/10/07/spitzer-sees-giant-ring-around-saturn/ , does describe that the ring is caused by Saturn's moon Phoebe, and fits precisely...
