Yes, it's a common optical illusion.

Once again, a lunar image in which the craters appear to be raised plateaus. This optical delusion is easily preventable by remembering that humans are conditioned to expect illumination from above = the top of an image. Or, as I read somewhere that WWII photointerpreters were taught, remember "...
