Noctilucent clouds are NOT formed only during the summer time. Its merely that summer time between latitudes 50 and 60 degrees (both North and South) provides the optimum conditions to observe them. Looks like we have a rare error on APOD. The video itself reveals it was a Leonid fireball on 18th November 2001, yet the caption and write up claim its a Perseid
