There is an Asterisk forum to Submit Pictures to APOD. Also the APOD editors, Robert Nemiroff and Jerry Bonnell, are astrophysicists with NASA, with all the access that provides. Many APODs come from astronomy sites like CFHT's Hawaiian Starlight and The Hubble Heritage Project. There are also many contributions from individual astrophotograhers such as Robert Gendler and Russell Croman, just to name a couple of my favorites.
